Preparing, Training and Recruiting
Highly Qualified Staff

By the end of the 2005-06 school year, every teacher of core subjects will be required to be "highly qualified." The many provisions under this section of the NCLB Act require that states review and make mandatory teacher certification programs for teachers of core subjects, ensure content mastery by practitioners through requirements for college degrees or rigorous tests, revisit standards for paraprofessionals, and track and communicate qualifications of teaching staff to the community. Assisting teachers to meet the requirements also means designing professional development that is considered "high quality."
